I just discovered some, for me, exciting news.  To have the name change does take a court order, but now you can have the sex changed as well, as of 2010.  Needed is a letter from your Doctor stating you are under clinical care(taking medications) for transition.  The cost of the license change is only $10.00.  Iwas thrilled to hear this and I cannot have birth records changed.  I was born in Ohio.
