You have posed a number of questions, so I'll go through one at a time.
1) I would like to go shopping as a girl. would i be able to?
Yes, you would.
2) what time should i go so i wont bump into someone i know?
That really depends on what time people you know do their own shopping
3) or should i go out of town and do a girls weekend?
Often a favourite starting point, but there is a certain unwritten law that says your neighbour will have chosen that weekend to visit their relatives and go shopping in just the out of town mall you have picked. The chances of meeting someone you know are reduced, but there are no garuantees!
4) but i don't have no friends that know that i dress as a girl
I think you mean you have no friends that know you Dress, (eliminating the double negatives) and therefore no-one who can help you, especially with make-up and clothes etc. For how to dress, I have found the best way to decide what to wear is by observation. Go to your local mall and discretely look at women of your age, take note of what they are wearing and consider emulating them. Same goes for make-up. There are many books you can buy to teach yourself make-up, and numerous online demonstrations. Then it is simply, as someone has already said, practice, practice, practice!
5) Help me. I'm from miami, fl.
Checkout online for any groups and meetings in your area. Searches will invariably produce one not too far away, contact them, and you'll soon have help and maybe develop friends from there.
