I had wondered that myself living, as I do, in departément 64 (Pyrénées Atlantique in case you are wondering) in France. So in my case the Pau,64 bit is actually correct. As to why people in UK, Canada, USA and other places have ended up with it I haven't a clue.
Perhaps all the world wants to live in SW France???
