Now while I am glad that this was resolved  to some extent in the end, it could have been handled better,in my opinion by making sure that all the staff, were made aware of the policies that were in place.

you are right, the troop leaders should have been informed. That said, the Girl Scouts are a century ahead of the Boy Scouts who are openly anti-lgbt membership. No child of mine would be permitted to join the Boy Scouts or the Nazi Party.
